Obtaining Fingerprint Data

The PAPILLON SYSTEMS Company, having been specializing in automation of fingerprint files since 1989, offers to use its practical experience gained through the years to realize the Law "Of National Fingerprint Enrollment".

The program-technical systems, methodical and technological developments of the PAPILLON SYSTEMS enterprise, recommended by the Main Information Center of the MOI to be implemented and fully utilized by the law-enforcement agencies in the Ministries of Internal Affairs and Defense, Federal Migration and Passport-Visa Services, are the suite of soft and hardware facilities, tested in practice, necessary for solving all basic tasks of the civil fingerprint enrollment:

  • Creating a high-quality electronic array of fingerprint data

  • Processing, storing, outputting and exchanging these data with other systems

  • Personal identification, verification and authentication

Creating an Automated Fingerprint Data Array

Since 1993, manufactured has been a PAPILLON Live Scanner, a non-ink electronic device for fingerprinting, which is FBI-certified and designed to meet the CJIS-TD-0110 requirements. Currently, more than 250 scanners are in operation. The PAPILLON Live Scanner is a unique optoelectronic device for non-ink fingerprinting. Using this scanner disposes of the traditional "ink" technology and enables even an unskilled operator to roll fingers properly, providing ease and psychological comfort and user friendliness of the fingerprinting process, efficiency in transmitting electronic ten-prints to a computer system. Along with the fingerprint data, the PAPILLON LIVE SCANNER system enables the entry and storage of mugshots, distinctive marks, documents and verbal description. Information available on traditional ten fingerprint sheets can be converted by means of a flatbed scanner.

Processing, Storing, Outputting and Exchanging Fingerprint Data

For many years, the task of processing and storing fingerprint information has been successfully solved by the PAPILLON Automated Fingerprint Identification System (PAPILLON AFIS). The System fully complies with specifications required by the Ministry of Internal Affairs. More than 1000 installations of the PAPILLON AFIS. have been put into operation around Russia and the world to the end of 2003. A series of large regional and national projects on automation of fingerprint record files has been successfully realized (database capacity of more than one million ten-prints). In the Main Information Center (MIC) of the MOI of Russia, the PAPILLON AFIS-MIC is working with the database of a 15 million record capacity.

Data Processing

The PAPILLON AFIS contemplates the maximal automation of all technological processes of obtaining and processing fingerprint data. The PAPILLON AFIS's functions, as applied to the Law, are as follows:

  • Inputting, encoding and storing in DB ten-prints, mugshots and photos of distinctive marks and descriptive information;

  • Personal identification by finger or palm prints;

  • Identification of the unknown dead;

  • Computerization of fingerprint recording: automated derivation of the classification formula, various selections, sorting of DB lists, etc.;

  • Display of images (fingerprint record cards, photo images) and printout of the documents, lists and references.

Data Storage

The PAPILLON AFIS uses optimal fingerprint data store technologies, which include the most up-dated WSQ-methods of graphical image compression. Safe and efficient high-capacity storage devices, the so-called MemoryBox, are utilized.

Information backup is automatically executed.

Data Output

A laser printer, being a part of the PAPILLON AFIS, is used to print a necessary number of "hard copy" ten-prints, images of single impressions or their fragments, identification charts and fingerprint examination work sheets.

Data Exchange

The quality of fingerprint images, retained in the PAPILLON AFIS's database, meets the FBI's "IAFIS Image Quality Specification": CJIS-TD-0110; CJIS-RS-0010 (v7) app. F.

The fingerprint data transfer and exchange conforms to the ANSI-NIST standard. The System provides the export-import of ten-prints and latents in the Interpol (INT-I) (v.4) and FBI (CJIS-RS-0010) (v.7) formats and in the format adopted in the MOI (Russia).

The data transfer is performed via communication lines providing the IP-connection (telephone lines, radio channel, optical fiber, etc.).

Descriptive or textual information, retained in the PAPILLON AFIS's database, can be stored on an Oracle-server to use it in the other data record files.

At customers' requests, the software can be customized and upgraded to solve specific tasks of an agency for maintaining fingerprint records and for organizing the interaction between the System and other kinds of automated record files.

Personal Identification, Verification and Authentication

Pinpoint accuracy and reliability of searches, approved in practice, are based on the original methods of description, automatic indexing and intercomparison of ridge patterns. Personal identification is realized even through a little fragment of the pattern regardless of scale and image deformation. The PAPILLON AFIS enables the identification by palm and foot prints.

According to the Law "Of National Fingerprint Enrollment", the PAPILLON AFIS is used:

  • To search for missing citizens of the Russian Federation, foreign citizens and stateless persons;

  • To identify the unknown dead;

  • To identify persons unable to give information on themselves over the state of health or age;

  • To authenticate a citizen's identity;

  • To prevent and investigate crimes, and to prevent and reveal administrative malefactions as well.

Personal Identification by the Example of a Military Victim

  • Fingerprint Registration
    Rolled fingerprints, plain impressions taken simultaneously and palmprints are taken by means of a fingerprint scanner. Mugshots and photos of distinctive marks are captured by means of a camera.

  • Databasing the Records
    Registration and demographic data of a person fingerprinted, captured images of rolled fingerprints, plain impressions and palmprints, as well as mugshots and photos of distinctive marks are inputted in the AFIS Database. Basing on this information, an electronic ten-print is generated, and its high-quality paper copy can be printed. Any photo images stored in the Database can be printed too.

  • Fingerprinting the Victim
    The victim unidentified is fingerprinted and a standard paper record card is drawn up.

  • Inputting the Information on the Victim
    The AFIS operator enters the information from the victim's ten-print record card into the AFIS Database by means of a flatbed scanner.

  • Establishing the Victim's Identity
    After the Tenprint-Tenprint search is executed against the Database, the ten-print of the unknown is identified with his fileprints as being mates. Thereby the identity of the victim is established.

Specification

The PAPILLIN AFIS configuration is selected in compliance with the customer's requirements, i.e. from a single-computer site to high-capacity network system. The database capacity varies from 20 thousand up to 3-10 million ten-prints.

Perfected in practice is the technology of geographically distributed systems with a network of local AFISs, stations for fingerprinting and remote access sites in primary law-enforcement agencies.
