Since the Central Automated Fingerprint Identification System was put into operation to date, 2,700 murders were solved – Ministry of Internal Affairs of the Republic of Kazakhstan

ASTANA. September 10. KAZINFORM /Kurmat Samarhan/ - The Central Automated Fingerprint Identification System (AFIS) now retains the total array of more than 1 million 600 thousand tenprint card records, 120 thousand latent prints. These data were reported by Serik Isaev, Colonel of Police, the Head of the Criminal Investigation Department of the Ministry of Internal Affairs of Kazakhstan, at the press conference today, according to Kazinform.

According to him, the PAPILLON AFIS sites have been upgraded in the Departments of Internal Affairs in the Aqtobe, Atyrau, West-Kazakhstani, Qostanay, Qyzylorda and South- Kazakhstani regions this year to the amount of 52 million tenges. “Top decision makers in the Ministry of Internal Affairs in every way support this trend; 188 million tenges will be allotted next year for further updating of the system”, pointed out the Head of the Department.

As S.Isaev noted, the fingerprint registration is one of the most efficient crime-fighting tools to date. For example, due to the implementation of the automated identification systems, the criminal law experts using fingerprint files ensure the crime-solving rate at 9% of the total number of crimes registered, which is 12 thousand solved crimes per year. Since the moment of putting the system into operation, 2,700 murders, 2,500 robberies and 27 thousand residential burglaries have been solved.

Moreover, the law enforcement divisions are equipped with up-to-date mobile fingerprint workstations and communication facilities to solve crimes and searching for criminals on the spot, to identify the unknown dead in the field, and to trace missing persons. In particular, the PAPILLON-M mobile complex outfitted with a portable computer allows you to reduce the duration of in-the-field identity checks from several days to several minutes and to acquire the information on latent prints directly at crime scenes. “During eight months this year, in Almaty alone, it has helped to discover the identify of 532 individuals, among which 85 were corpses”, said S.Isaev
